German Potato Salad

6 lbs potatoes (preferably red) 1/2 cup vinegar 2 tsp salt 1/4 tsp pepper 1 lb cooked bacon, chopped  3/4 cup sliced green onion  Boil potatoes for 30-45 minutes, then peel and dice potatoes. Mix the rest of the ingredients and pour over potoatoes. Let sit. Serve hot.
